        "abstract": "The concept of a new multi-station array for radio\nastronomy, with transcontinental or even intercontinental\ndimensions, dates from the early 1970's when very long\nbaseline interferometry (VLBI) began to expand into\nmulti-station operation. In 1975 the informal arrangement\nknown as the Network of Existing Telescopes was formed to\ncoordinate multi-station VLBI. The shortcomings of that\nNetwork were apparent even at its founding, and in 1977 a\nstudy for a new dedicated array was published [E-213]*.\nSince that time there has been a substantial growth in the\nart of VLBI, and in its scientific horizons. This Study\nwas conceived as a fresh look at the Array, and at the\npossibilities for its implementation.\nIn general, it was possible to make accurate\nestimates of cost since nearly the entire system is the\nsame as equipment which already exists. Very little\ndevelopment work is needed to build the Array.\nNonetheless, it must be recognized that all budgets in\nthis Study are preliminary. The budgets do not imply that\nfinal construction will be carried out at these levels,\nbut they are appropriate for long-range planning.\nThis Study was made possible by a grant from the\nPresident's Fund of the California Institute of\nTechnology, and is a joint effort between the Owens Valley\nRadio Observatory (OVRO) and the Jet Propulsion Laboratory\n{JPL). Much of the U.S. VLBI community has also been\ninvolved.",
